Kurama. With that cunning fox as your enemy, who have his bloodlust, willing to do anything in winning fights, even use his own body to produce plants(like his fight with gama), etc, I doubt Kurapika's feat. Even with judgement jail as Kurama can manipulate his enemies and use their restriction against them(Remember his fight with kaito? the hell he turns Kaito's ability against Kaito himself. That's how cunning he is)
